Nobody wants to describe it that way because it makes proof-of-work sound so incredibly wasteful, but to me--as a programmer who understands how hard it actually is to do anything at random, or to prevent malicious humans from gaming a system--it's fucking brilliant! It's simple, elegant, and it works. The energy use is simply the cost of the very difficult task at hand. A task that needed to be done, without central authority. It's worth every watt!

Energy being expended to accomplish a task ("very difficult task at hand") is... Work. It even releases a lot of actual heat from all the work being done by the machine. You're reaching and not really providing any more clarity than the form you take issue with.
