There are some great browser extensions that will export all your open tabs as a markdown list of links + titles. Take that and put it in whatever "inbox" or PKM you have.

If you can't be bothered to periodically go through that inbox in an intentional manner, then you know you shouldn't be keeping the tabs around so you might idly peruse them one day unintentionally
