Seed words can be used to "recover" the coins to as many wallets as you would like, but once the bitcoin is spent or moved, all wallets backed by that seed will be empty.

it used to be a problem in the old days with nondeterministic keychains, wasn't possible, in fact, the whole wallet was one big long set of private keys, but with a HD keychain you can have multiple instances they use the same derivation paths and are for all intents and purposes two gates to the same wallet
Yes, a seed phrase is perpetual.
Your wallet may have UTXOs, then you spend it to zero or have just dust remaining.
You can then import the phrase into a new s/w or h/w wallet, the dust is still there, and add new UTXO(s) for saving or spending.
