Not all government is nefarious, it's just that - all nefarious activities stem from the government (intervention).

What is government tho?
Real government is a collection of executable laws that are being executed in the fashion voted on by the people.
I believe there are many examples of good functioning arms like this, but they are all very localized - ala kingdoms in the past.
