The literal meaning is "to choose" but a more contextually accurate translation for its technical use would be "to innovate." It's making a new choice, apart from conventional wisdom or God's law.

Not really, you can look at the historical record, unless you want to say there’s a conspiracy to forge thousands of random historical treatises.
