I can't speak for the cases you have encountered of "not my president" but I usually hear it as either "I didn't vote for this asshole, don't come complaining to me" or when talking to a foreigner as a "I do not approve of my country's actions. Please do not consider me that stupid", not as a " I'll ignore the law because I didn't vote for this"
