I found this helpful with our daughter. It provides courses for different age groups. She had to complete these courses with us before we broadened her internet access. She's a teenager now and there are still limits in place, but she's come to understand the reasoning.

You also need to parent. If you pay for your kids phone and they live at home then you have a right to see what’s on it at any time.. on request. If they refused - get them a flip phone.
