What exactly determines a “professional photographer”?

I guess someone that uses photography to make a living. Or at least partly used to make a living

Agree with that definition.

But the word has no bearing on their professionalism, or the quality of their photographs.

The business acumen and the artistic skill are two separate things. Success doesn’t necessarily require both.

Yep totally agree. It's the same with any business/profession really

Then the question becomes, what is “quality work”?

Can’t define it, but I know it when I see it.
