Tether is big enough to be monitored by most governments in the world. Apollo has to say those things from time to time.

Whatever they’ve blocked and frozen so far is a tiny speck compared to similar activities that they haven’t because they *cannot*.

The game is to be seemingly compliant while moving billions upon billions in volumes unrestrictedly.
