This is a very strange test. If this account is only connected to a closed paid relay, the operator of the relay does not ensure that it will broadcast to other relays. I just added the relay of wersternbtc and found that I could not get the data. Other relays cannot access this relay. This account was not published in a client that implemented the outbox. It does not mean a shadow ban. It only means that this account has a private relay and does not want to be disturbed. It should be that he muted other accounts.
