It's not "other stuff", it's stuff other than Nostr.
It is as much Nostr as Google Drive is.
Nostr is a protocol. Nostr.build is an image host like many, it just happens to have "Nostr" in the name.

They are Nostr servers.
Not all servers are Nostr servers. Only those that operate through the Nostr protocol are.
If one can access the servers with a nostr keypair, they are utilizing the nostr protocol.

Nostr keys can be used generally for asymmetric encryption and related task.
The Nostr protocol is a client/server communication protocol, as well as a data format.
Regardless, images aren't being hosted "on Nostr", in any sense, when nostr.build is used.
