New, more elaborate corruption schemes emerge. The amount of corruption may slightly decrease as less capable people would be less able to engage in corruption without too much risk.

The problem is centralization of power, and it's monopolistic nature. Transparency or lack thereof is just yet another parameter, that can change slightly how bad a system is. but it cannot change it's rotten nature.

Consent is the key issue here.
