Why do the connected relays keep changing?

It tries to keep the max number of 10 connections. If one relay disconnects, it reconnects to a random relay from the list.

Why do relays disconnect? I see frequent changes of connected relays.
They could be under heavy load, or some might not like the large requests that Iris is making.
