Only tolerated speech exists. And it is the level of tolerance we talk about when we mention “free speech”.

Free speech doesn’t exist in the communist dystopia because of centralized speech tolerance guidelines. It doesn’t exist in the ancap private citadel utopia either because of decentralized speech tolerance rules: citadels have various degrees of tolerance, but they do have limits.
