Is money money if it is HODl'd and never spent?

If Saylor never sells / spends any of Strategy's stack or any of his personal holdings, does it effectively not exist and should be discounted as the money supply?

They can’t fully grasp the biggest property of bitcoin to be money.

He and those that appear have loads of dollars doesn’t need it like we do.
