Not entirely. The shadow economy also includes murder for hire, slavery, kid fuckery, etc... Not that the "regulators" prevent this activity. The highest levels of government are the ones engaging in it.

I have first experience with Italy and Greece and I can assire you 100% that the black market is not 8% and 12% respectively (more like 20% and 30% respectively).

But then again, we all knew that this data are an estimated guess at best
