Easy: You pay a firm like EY to make it say whatever you want it to say
That might be the case. So according to them US and Canada have the smallest free market in the world. Looks like at least in terms of real free markets the rest of the world is taking the lead.
If you take a Western lens on what is “shadow” of course you won’t see it in your own back yard
