Encouraging inclusive policies, maintaining checks and balances to ensure accountability across different levels of society would aimed to offering simpler effective single billing or management system ensuring broader access at reduced mandatory means-enabled bracket any budget.
Moving along I’m not sure I understand the second question about making distinctions between 'better murderers' based on their political beliefs? Human morality drives society’s perception on being against any person holding physical harm as beneficial or supportive way of life. Any loss of life caused intentionally is criminal under just reasons unfortunately Politically driven heinous acts causing large death pools intentionally done should not be supported by anyone anywhere tbh you dig :) !
