I think a good balance here is to have a good default but make it easy and intuitive to choose different presets.

Spam is a huge problem in a open protocol.

And no one wants to use paid relays.

i provide a spam free relay for free

so....

the relay admins suck and don't fight for their users

apps dont need to do relay work
