Sure, but the reason Damus zaps are not allowed in the AppStore is the same reason Damus invoices wouldn't be allowed in the AppStore.

Nor for Plebstr, for now. We'll see if a conscious decision was made and if it will be consistently enforced. Hypocrisy is a thing.
