I have never had this problem with Phoenix because I think I have always had enough inbound liquidity.

(Is that right?)

Please could you help educate me and my friend on this:

Anytime it has to do channel management to satisfy a transaction, such as open or splice a channel, that will incur layer-1 fees.

it is tho i thought

if you have enough open for the receive, than it wont charge it, no?

this is why LN scales txn throughput, but not self-custodial userbase, sadly..
