Please, can we have a list of relays loaded initially from some file, which we are able to set in the settings. That is, app starts for the first time with some set of predefined relays, and then user can point to file with relay list. And when that file changes, app would pick up those changes.

Chat apps and microblog apps handle relay selection very differently. Microblog apps tend to use as many relays as possible to avoid missing any notes. However, chat apps don’t require that many relays. How many message relays are you currently using?

Chat relay, yes. Let me put it this way. Suppose I have set up relay on my laptop/phone (i.e. Citrine), and we need to have access to it from the outer world. But IP address constantly changes, so I’m doing some Dynamic DNS, thus it is needed to update relay list in, say, 3-4 hours.

I think I’m starting to understand what you mean. Let me think about it a bit more.

Would NIP05 option work? NIP05 can contain a list of relays, and an app can refer to that. Assuming the NIP05 is stable though.
