Are we sure that phase already didn't come and go? It seems like 2008 could have been the catalyst to start the fourth turning. Or it could have been really late, but still within the 15 year gap, and we say that COVID-19 was the start in 2020.

No one really knows... They're all roughly every 20 years or every generation and it generally takes an event to happen to kick off the next cycle as the current generation acts in a way based on their upbringing.
