Elon is blinded by his pride. He is doing all the legwork to build a perfect app for central control. Once he has worked out all the hard technical problems it will almost certainly be seized "for the good of humanity".

The idea of integrating direct payments into social a network is powerful, like zaps. But unlike zaps, this integration will be centralized and perfect for censorship and manipulation of speech. Nostr with zaps approaches this concept in a much freer (as in freedom) way.

Literally all X needs to do is convert their servers to Nostr relays and a caching server like primal. They could continue censoring as they see fit while enabling micropayments. Of course this would cut into their profit, so they won’t do it
