Let's say government do it and actually require id for all of the internet traffic, what can we still do?

Do you think wa could have nostr relays open on the tor network?

Would it actually be a problem for nostr or are we safe somehow? (I wouldn't expect us to be if they can map the traffic of a key to a person but I might not be as knowledgeable as others here 🤔)
