No, it's a privilege of an advanced civilization.
We're clearly not that advanced.
When sth is considered a privilege is not normally availabe, but bestowed upon as a reward for sth else.
So no matter how civilized, healthcare must not be seen as privilage.
Only in an advanced civilization is healthcare available for all.
That same civilization is probably using the sun as it's main source of energy or some other form of virtually "free" energy source.
