Its not a good idea. There's no accountability beyond nation states and incentives can't be properly aligned outside of monetary/economic systems like Bitcoin.

So, unless your going to use another alt-coin what you want to do will go off the rails very quickly.

i see CIA as an int’l system to secure / protect our rights ( worldwide )

to enforce law ( like interpol but effective )
