Nope. They use latest gen chips, or chips that can't be disabled. Good luck on your privacy journey friend. You will have to settle for an older chip. Starlabs and others

I'm sure you're aware of purism. They do a sleek little thirteen inch laptop with full management engine shutdown.
If you want it completely wiped (not disabled) you have to go with an old thinkpad x200. Those chipsets were the last ones with vulnerabilities that allowed ime to be wiped.
