As far as I can tell, from observing them in their natural habitat, they are often migrants from the test automation team, who start working in development roles, but don't want to produce crappy software because they're Quality Nazis, so they start honing the build process.
Or they're sys admins that start coding scripts and getting frustrated with cronjobs and are like...
