Rationale?

I just don't see it. It presumes a degree of not just competency, but innovation that you would be extremely hard pressed to locate inside of a gov agency.

I also don't see the incentives for a program to be greenlit to create a network that cannot be controlled by the state.

Happy to hear your thoughts to the contrary though.
