Clients can send pubkey prefixes, so even if you have huge follows lists (to a degree) this can be mitigated

It's an open protocol. You can do what you want.
I mean, we all know nostr:npub18ams6ewn5aj2n3wt2qawzglx9mr4nzksxhvrdc4gzrecw7n5tvjqctp424 is a bot, but other than that just add to the discourse and people will certainly follow you.
