Everyone knows: Information is power.

So: more information ~ more power

So inherently, state surveillance does lead to a powerful institution.

Power can be used to go against criminals. But there is no clear incentive to use this power for this purpose only.

Inherently this power will always be used to defend or increase the power. This is following Niklas Luhmann's system theory.

So whoever is giving a company or a institution the private information willingly or unwillingly should have this thought active. It is very likely the power will be used to defend the power, while the incentives to use it against criminals is at most a hope.

As a wise mentor of mine used to say, knowledge isn't really power. Power of knowledge is power. Make of that what you will.
