Are there people alive today with the skills to even build something like this?

No. And I don't believe this was built with hammers and chisels by people with horses and carts either. Not sure they could even design it without advanced computing. There is technology involved about which we know nothing.

Or the 700s, on whose version of history you believe. And 3D printing/machine etching as well. Nothing we know about history pre ~1860 can be relied upon. This is probably not the first great reset humanity has faced.
