If Biden is too deficient to run for another term, how is he fit to remain in office?

Him dropping out was a function of his cognitive decline. If we’re admitting that’s the case (and we are whether his handlers will openly say it or not because up until the debate it wasn’t ever being discussed), then under what logic does it make sense for him to not also step down as president?
