Maybe she should try to restrict every other currency other than the US dollar because those can all be used to circumvent US sanctions, as well.

Sanctions don't work anyway. They may hurt civilians but they don't deter governments. Haven't worked against Russian government. Haven't worked against Chinese government. Haven't worked against Iranian government. Haven't worked against North Korean government.
