when they were designing nostr, how did it not occur to them that not being able to delete anything would be a good idea?

because when you get spam messages on your posts, you can't delete them.

It did. It was the plan. Nostr goes by: You will own (control) nothing and you will be happy about it. It leaves permanent record. Completely different from fedi where you can have control over your posts, yet Nostr falsely advertises to be superior.
