Yes - similar but slightly different. Blastr is write only and attempts to write to all online relays. filter.nostr.wine is both an aggregator and also broadcasts your events to a list of relays (listed in our readme on website).

You broadcast to it, it blasts your broadcast to a bunch of other relays.
