We saw that exact thing happen during COVID, in mass numbers.

You can go further and refuse to obey to nonsensical rules, fullstop. Make them make you.

Throughout COVID in the UK there were ways to travel to wherever you want and to not wear masks. Very few used them.

This dynamic is also what gives bureaucrats carte blanche to retroactively claim “no one was forced to do anything” if the tides turn against them
