It resembles the events in Belarus. They are testing the regime's resilience. Khamenei is not eternal, and the destruction of Iran's nuclear program and the killing of the physicists and engineers who worked on it could not help but undermine the authority and influence of this branch of power. In addition, there are fairly strong monarchist sentiments there, so they are sounding out the ground to see how they could act if something happens.

They are most likely pouring money in fifth column groups within to instigate and create chaos, there is also most likely another component that is legit tired of watching inflation and central bank debasement, with full effect of sanctions being felt. This is most definitely a playbook being applied for regime change.
