If the article is written by msm and uses that pejorative, the general rule of thumb is that it can be dismissed outright. 
You need to learn to mock without denigrate cognitively impaired people.
For example, you could say: Kamala is the right person to lead the effort to make vapid laughter a legitimate response to any tough question.
