Unfortunately, history will dictate otherwise. Governments can borrow fiat currency, and pay for any land. People that are in a desperate situation, such as a natural disaster, have to be even more vigilant than during good times. It is during these time of stress, that governments exploit human nature and offers "solutions" to people who are fully capable of handling themselves.
If the past is any indicator, the government will overtake the land, and sell the idea of how it will "create jobs" and everything will comply with the ESG initiatives, etc...all the while borrowing more currency to do so, causing more inflation, and sticking people with the ever increasing bill.
