The only reason I can some up with iis to get people buying a replacement a few days before as they end up wasting the last 5% throwing away the bottle before it's fully exhausted. If everyone buys one more bottle every 12 months that's a free lunch for the manufacturer.

I base this on nothing but the urban myth someone told me as a kid. Apparently someone approached Colgate in the 80s and told them for a fee they would increase their profit margin by overnight. The proposal was simply making tubes with hole 20% bigger.
