It's not impossible, and it happens, but Monero is more resistant.

Bitcoin by default is trivial to verify the amount of money in an address, if it moved/where it moved, and if an address has been receiving money to begin with.

More anonymity + privacy = less information = more difficult to know where to apply censorship or who to confiscate from
