Onboarding still sucks. Even if they reach out some. Some say hi, and such, but few follow a new person.

So you're proposing, that we blindly follow all new people?
Don't see how that's reasonable.
If someone doesn't have anything to say, and is not interesting enought to collect some follows, that's not a protocol or Nostr problem.
No, I am just seeing most calling out to anybody “hello world” and no reply just quiet nothing.
They can follow some developers or Jack to start but they rarely reply.
Unless they start finding a decent conversation to join they will just leave Nostr.
Most will say good riddance, we have our few friends and our tiny platform.
It will grow if there is more engagement and things to get into here.
