So you seriously consider about some rebel internet system. And you start with examples of Iran, China and Korea. Given that it seems in Korean democracy won free internet a decade ago — don’t you think you are trying to solve social problem with technical solutions?
P.S Or am I wrong about Korean example? Is there something special regarding theie internet except for one of the best cyber sportsmen?

You can't solve a social problem without the ability to communicate.
Pockets of people who do what's necessary to continue communications boost each others morale as they communicate with the people around them.
