Gravity is related to mass. Once a droplet becomes too big, gravity wins and it falls.

If the Earth were smaller, the same speed of rotation would cause things to fly off into space. This is because gravity would decrease exponentially with respect to radius, while centrifugal force would only decrease linearly with respect to radius.
