The 2018 Farm Bill legalized hemp (cannabis with <0.3% delta-9 THC) but left a loophole. THCA (the precursor to THC) isn't delta-9 THC until heated, so it's technically legal even though it gets you just as high when smoked.

It's basically legal weed sold through a technicality. The feds know this but haven't closed the loophole yet. Smart business, questionable law.
