What.cd had more users than Nostr and you had to complete an interview over irc to be allowed in, plus maintain a good seeding ratio and reputation on the forums or you would get the boot.
I'm guessing it's because there are no grants being handed out for piracy projects. None of those sweet Jack bitcoins for torrents 😂
