The Minsk peace accords were on the verge of being signed. The West put a stop to it
The Minsk peace accords were signed in 2014 and 2015. As Zelensky himself said, there would be no further Minis peace accords because they're obviously a trap: Russia has been happy to break them before and agreeing to "neutrality" and limits on arms would make Ukraine defenseless.
