米国には、General[Standard] American English https://en.m.wikipedia.org/wiki/Standard_American_English があります（テレビのニュースキャスターの英語）。私の学生時代はCBS Newsのダン・ラザーがお手本でした。日本の学校教育での音声教材で採用されているのも、基本的にはこのGeneral American Englishです。
他方、所謂「イギリス」にGeneralと呼ばれるものがあるかどうか……。「誰もが聞いてわかる」という意味でのgeneralは、BBC World Newsなどで使われている、所謂BBC Englishでしょうが（英国外からの視点ではこれがStandard British Englishとみなされうる）、「人々が話している英語」は出身地によっていろいろだし、イングランドとスコットランドではStandardも違うし、etc etc. "There's no such thing as the British English" と言うくらいバラバラ。
